DOIM Operations Support Specialist
BRAC/Joint Basing/Stationing Support

Job Description:

  • Serves as an Information Technology (IT) expert in Base Realignment and Closure (BRAC) Actions, execution of the Joint Basing Implementation Guidance, and Stationing Actions Support for the Installation Management Command (IMCOM).  Acts as a technical authority for policy direction and implementation in support the following Directorate of Information Management (DOIM) operations support areas: BRAC; Joint Basing IT Services Management; and Gap analysis and resourcing as a result of Army stationing actions.  Coordinates staff actions involving executing and enforcing policies, standards, architectures, programs, plans, and budgets for Command, Control, Communications, Computers and Information Management (C4IM) issues with the IMCOM.
  • Serves as the functional expert within these three areas to (1) interpret policies from senior authorities to determine effect on IT programs and to provide guidance regarding priorities and resources available; (2) define objectives and provide policy guidance; (3) present advice and guidance on unusual or unprecedented problems, and (4) review work with other divisions in the directorate and inform the Division Chief of Garrison IT Support on issues or potentially controversial matters. (5) apply program management theories, principles, and practices combined with a thorough understanding of the analytical, evaluative, and administrative methods and techniques required for managing information systems programs.


  • Establishes, justifies, negotiates, and defends IMCOM positions regarding BRAC; Joint Basing IT Services; and Army stationing actions requirements. Serves as IMCOM program analyst, technical authority and subject matter expert for stationing data collection and validation. Issues guidance to the IMCOM regions on development and negotiation of stationing related Memorandums of Agreement. Monitors the effect of stationing action on IT quality by defining metrics, determining need for change, originating improvements, and briefing management officials on associated recommendations.


  • Reviews DOD, DA and NETCOM C4IM and stationing policies for the development and introduction of new/improved policies and procedures. Executes and coordinates C4IM matters for stationing. Ensures operational schedules and timetables are in consonance with user needs and project plans developed by HQDA, IMCOM, NETCOM, or other IT enterprise entities.
  • Provides stationing action reviews, validations, and oversight of various proposed BRAC; Joint Basing IT Services; and Army stationing projects. Evaluates the impact of the introduction of new processes and techniques, and advises on their feasibility/sustainability/capabilities.

Job Requirements:

    • Bachelors degree in Computer Science, Information Systems, Engineering, Business, or related scientific or technical discipline.
    • Three to Five years of project management of IT or IT relative programs with a focus on Department of Defense.
