Job Description:

  • Serves as a Senior Information Technology (IT) specialist in Command, Control, Communications, Computers and Information Management (C4IM) common user service delivery for the Installation Management Command (IMCOM). 

  • Provides technical authority for policy direction and implementation in support of multiple Directorate of Information Management (DOIM) operations support areas; Business Transformation; Resourcing; C4IM Service Delivery; Staffing Design; Stationing Management; and Telecommunications.  Manages and coordinates staff actions involving executing and enforcing policies, standards, architectures, programs, plans, and budgets for C4IM issues with the IMCOM.  Serves as a functional advisor to the Division Chief in planning, organizing, coordinating, controlling, directing, and evaluating DOIM activities and initiatives, to include the Single DOIM Action Plan and DOIM Staffing Model initiatives.

  • Serves as the functional expert to (1) interpret policies from senior authorities to determine effect on IT programs and to provide guidance regarding priorities and resources available; (2) define objectives and provide policy guidance; (3) present advice and guidance on unusual or unprecedented problems, and (4) review work with other divisions in the directorate and inform the Director of DOIM operations on issues or potentially controversial matters; (5) complete management surveys/studies necessary to identify work processes and provide recommendations for automated solutions to reduce workload and improve efficiency.

  • Establishes, justifies, negotiates, and defends IMCOM positions regarding C4IM service delivery requirements. Serves as technical authority and subject matter expert for C4IM data collection and validation. Issues guidance to the IMCOM regions on development and negotiation of Service Level Agreements. Recommends adjustment and alteration of the HQDA C4IM Services List and Common Levels of Support. Monitors management of IT quality by defining metrics, determining need for change, originating improvements, and briefing management officials on associated recommendations.

  • Reviews DOD, DA and NETCOM C4IM policies for the development and introduction of new/improved policies and procedures. Executes, manages, defends, and coordinates C4IM matters. Ensures operational schedules and timetables are in consonance with user needs and project plans developed by HQDA, IMCOM, NETCOM, or other IT enterprise entities.

  • Provides network-oriented IT technical reviews, validations, and oversight of various proposed IT projects. Coordinates efforts toward standardization of IT support and practices, including hardware and software as required. Evaluates the impact of the introduction of new products and techniques, and advises on their supportability/capabilities.

Job Requirements:

    • Bachelors degree in Computer Science, Information Systems, Engineering, Business, or related scientific or technical discipline.
    • Three to Five years of project management of IT or IT relative programs with a focus on Department of Defense.
    • Staff officer experience on a major headquarters staff and within a DOIM or IMCOM organization is highly desired.
